The Bihar Public Service Commission (BPSC) has recently been at the center of controversy due to alleged irregularities in its examination processes. Candidates have raised concerns about mismanagement, leading to protests and legal actions. On December 13, 2024, during a BPSC examination at the Bapu Pariksha Parisar center in Patna, candidates reported significant delays in the distribution of question papers, with some receiving them nearly an hour late. There were also claims of torn answer sheets and suspicions of a question paper leak. These issues led to unrest among the candidates, culminating in protests outside the examination center. In response to the escalating situation, law enforcement resorted to lathi charges to disperse the crowd. The BPSC Chairman, Parmar Ravi Manubhai, addressed the situation, stating that the examination was conducted smoothly across all districts, including Patna, and that no official complaints regarding irregularities had been received.

Cancellation and Rescheduling 

In light of the reported disturbances, the BPSC decided to cancel the examination conducted at the Bapu Pariksha Parisar center. CCTV footage revealed candidates tearing question papers and snatching them from officials, further substantiating the decision to annul the exam at that center. The commission has assured affected candidates that a revised examination schedule will be announced promptly to ensure they have the opportunity to reappear under fair conditions.

Legal Proceedings 

The alleged irregularities prompted legal actions, with petitions filed seeking intervention. However, the Supreme Court of India declined to hear a plea concerning the December 13 examination, directing petitioners to approach the Patna High Court instead. The apex court emphasized that it could not serve as the “court of first instance” in this matter.

Despite the controversies, the BPSC is proceeding with its examination schedule. The commission is expected to announce the dates for the Mains examination soon.
